Is saw on fdnytrucks.com a truck called the manifold wagon. is that something special apparatus or just a name for the truck like harlem hilton, ten truck etc... ??
The manifold wagon is used to relay lines in the remote areas in the Rockaways. In essence it is a giant wye connection. It is used because the areas have limited access for standard pumpers. The manifold is fed by engines and then the hoses to the fire are fed from the manifold.
if you are really interested in the FDNY you should pick up the Operational Reference. It is available from FSP books among other places.

The book answers many of the questions you ask here. Plus it gives an excellent insight on the tactics used by the department.
