FDNY Squad 61 Diamond Plate

Just saw a bunch of these on Ebay, some claim to be mint and others not. All do not have certs, why are they showing up?

What country are the being sold from?
If its China, they could be ones returned by code 3 because of issues with quality control, or, could be ones made "illegaly" during weekend shifts.

Four are 1/32 and the seller is in Hong Kong. The other 2 are the 1/64th scale and sellers are in the States.
