Anybody know when and where this will be available?

Their website just says "expected in 2010." However, they now have replaced the photo of the master in primer with three photos of a finished model in white. Looks fantastic! The prices on these NEO models are pretty high (I expect this one will be at least in the $90-100 range from most dealers) but looks like it will be worth it. Check out the photos:

I noticed "Awesome Diecasts" carries a couple of the NEO ambulances. That would lead me to believe they will carry that one as well. You might want to contact them for any information.

Are these in kit form or already built?

I personally do not know the answer to that.

However, I believe they are not kits.

NEO models are fully assembled and made of resin. The models I have seen are very nicely detailed, not clunky at all, with nice paint work and decoration. No opening features.
