91% rubbing alcohol. A quick soak will get most of it off. If you do red models throw out the alcohol before stripping other colors or it may leach onto the lighter color plastic.
Also the red plastic can bleed through paints if you are going lighter. Try a black primer over the red plastic. This has worked well for me.

I have used Polly-S E.L.O. with success. You can apply it with a Q-Tip to the areas you want to take the paint/graphics off on the plastic and let it sit there for a short while, then take a clean Q-Tip and dab the surface areas away that you want to get rid of the paint/graphics. You may have to repeat this step one more time, depending upon if you left the Polly-S on long enough or not.
